Understanding Solar Permit Filing Types in NYC

There are three different ways to file your solar permit with the Department of Buildings (DOB). Permits can be filed for Standard Plan Review, Professional Certification, or Professional Certification of Objections. Standard Plan Review involves a thorough review of your solar installation plans by a DOB plan examiner. This filing type can take up to several weeks for approval. 

Professional Certification filings, also called Self-Certification, do not require review by a DOB plan examiner but instead Registered Architects and Professional Engineers applicants are able to certify that the solar plans are up to code. Twenty percent of plans filed Professional Certification are subject to audit by the DOB. Solar projects eligible for Professional Certification include solar projects under 10 kW, 1-2 family homes, pitched roof buildings with a slope of 10 degrees or greater, and commercial jobs not applying for tax abatements (non-PTA). The option to file Professional Certification was extended to solar projects in 2016, resulting in the acceleration of solar project approvals in NYC. Overall, filing Professional Certification speeds up project timelines by reducing DOB wait times and lowers permit application costs.

Professional Certification of Objections is required for solar PTA jobs on flat roofs or those larger than 10kW. This filing type requires an initial review by the plan examiner but any objections made by the DOB plan examiner can have their corrections certified by the applicant of record, who must be a Registered Architect or Professional Engineers. Solar PV permit applications can be filed through DOB’s e-filing online portals. Standard Plan Review and Professional Certification of Objections projects are filed through the DOB’s Hub-Full Service, while Professional Certification is filed through Hub-Self Service.
